In this submission, the IRR urges the Department of Trade, Industry and Competition to withdraw the Proposed Amendments to the Broad-Based Black Economic Empowerment Codes of Good Practice, as the measures will increase costs, deter investment, deepen racial division, and entrench the capture of economic opportunity by a small elite, all without delivering meaningful benefits to the millions of poor South Africans who need them most.
