The Institute of Race Relations (IRR) argues in this submission to the Select Committee on Cooperative Governance and Public Administration in the National Council of Provinces that the Public Service Commission Bill of 2023 is fatally flawed both in its content and as regards the procedures used in its adoption, and should be abandoned.
